Fishing
To train Fishing to 100% you require 50 DEX.'Percent' and 'Max Percent' indicate the minimum and maximim difficulty to catch the given fish or item.
The success rate to catch the fish or item increases or decreases randomly by 10% of the difference between your skill percentage (+ booster) and the difficulty of the fish or item you're trying to catch.
The chance that it increases is determined by the difference between your skill percentage (+ booster) and the difficulty of the fish or item you're attempting to catch.
e.g. Trying to fish a Salmon with 50% fishing you have (50 - 19)~(50 - 2)% = 31~48% chance to increase your success rate by 3~4%. On failure to increase, the success rate will decrease by 3~4%.
e.g. Trying to fish a Salmon with 100% fishing you have (100 - 19)~100 - 2)% = 81~98% chance to increase your success rate by 8~9%. (Using a +10% Gather Booster here increases the chance to increase your success rate is 91~100% and it can increase by 9~10%)
Once the fisher is satisfied with his/her success rate (shown in the fishing dialog) he can attempt to catch the fish or item.
